California High-Speed Rail Authority's San Francisco to San José Draft EIR/EIS

The California High-Speed Rail Authority (Authority) released the San Francisco to San José Project Section Draft Environmental Impact Report (EIR)/Environmental Impact Statement (EIS) for the California High-Speed Rail (HSR) Project.  The Draft EIR/EIS has been prepared and is being made available pursuant to both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  The Authority is the lead agency for the San Francisco to San Hose Project Section under both CEQA and NEPA.

The Draft EIR/EIS was made available to the public for a minimum 45-day review and comment period in accordance with CEQA and NEPA.  The original comment period was from July 10, 2020 to August 24, 2020, but on August 3rd, Authority staff announced it would be extending the public review period for the San Francisco to San Jose Draft EIR/EIS) to Sept. 9, 2020. The Authority also is transitioning the public hearing for the Draft EIR/EIS, scheduled for Aug. 19, 2020, to an online/teleconference format (NEWS RELEASE).

Accessing the Draft EIR/EIS

The Draft EIR/EIS is available to view, download, and comment on the Authority's San Francisco to San Jose Draft EIR/EIS webpage.

To help provide enhanced access to the Draft EIR/EIS and other resources during the COVID-19 pandemic, the Authority created the following Online Open House website: www.MeetHSRNorCal.org

A Brisbane-specific Light Maintenance Facility (LMF) webpage was also created (LINK).

Authority staff will be providing specific forums for discussions about the planned LMF in Brisbane. On each date, they will have a specific webinar room tailored for questions about the LMF in Brisbane.

The public can provide comments by joining the Zoom webinar (webinar LINK) or by phone by dialing 669-900-9128 and entering the webinar ID: 826 1979 4385.

Interpretation will be available in Spanish, Tagalog, Vietnamese, and Mandarin. This hearing is the only opportunity to provide oral comment on the Draft EIR/EIS.

After the comment period closes Sept. 9, 2020, and the comments received have been evaluated, staff will prepare and issue the Final EIR/EIS document and present it to the Authority Board of Directors to consider for certification and project approval under the California Environmental Quality Act and National Environmental Policy Act.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being or have been carried out by the State of California pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 23, 2019, and executed by the Federal Railroad Administration and the State of California.
