Brisbane Baylands Project Update

The project that has been on everyone’s minds – amongst the Brisbane Community and the region – is of course the Brisbane Baylands. At the July 19, 2018 City Council Meeting, the Council voted unanimously to:

  1. Certify the Final Environmental Impact Report (FEIR) for the Baylands and adopt the Mitigation Monitoring and Reporting Program, which is the first step in the process and will allow for additional information to be obtained and applied to the site before all the impacts are known;
  2. Approve the housing component of 1,800 – 2,200 units Baylands General Plan Amendment, in order to get the remediation that is needed on the site for it to be a fully-functioning community and not just a series of buildings that are disconnected from the town;
  3. Include up to 7 million square feet of commercial (Councilmember O’Connell stated she was more comfortable with 4.5 million square feet and thus dissented in her vote).  Other Councilmembers expressed how they believed that 7 million sq. ft. would allow for the City to have the most amount of future flexibility, amenities, and financial benefit, as well as be best able to assist with the regional jobs-housing imbalance. Only that vote was 4-1. Lastly, the Council voted unanimously to:
  4. Put the Baylands General Plan Amendment onto the November 6, 2018 ballot, which will allow the residents of Brisbane to cast their votes on what they consider to be in the best interests of their city.

A City ordinance requires the Baylands development to have a minimum 15% of its housing units designated as affordable or meet below-market requirements.  In addition, a minimum of 25% of the Baylands must be reserved for open space/area.

What’s next for the Baylands?  Staff expects the developer to submit a revised Specific Plan in line with the General Plan Amendment, if approved by voters in November.

City Manager Clay Holstine commented today to Marisa Kendall, a reporter with the Bay Area News Group, “The City certainly sees all of the ill effects of the housing crisis, and we’re trying to be responsible not only to that issue, but to our own community.”

Council Moves to Allow Live Aboards

At last night's City Council Meeting, the Council voted unanimously to direct staff to revise the City's Marina Regulations found in the Municipal Code to allow for live aboards.  Boat owners are currently not allowed to rent out their boats for short-term rentals, and such will continue to be prohibited in the revised regulations.  It is thought that having live aboards or 24/7 living at the Marina will further recreational boating by providing enhanced security.  A public hearing will be scheduled at a later date to establish a "Live Aboard License Fee".
